The issue of intervention in Myanmar has been a hot topic of debate due to a number of different factors regarding culture, politics, and security. One answer to the question about a lack of intervention is the cultural factor of a long history of regional prejudice and injustice towards the Rohingya people. Why do Western powers not employ the notions of ‘Responsibility to Protect’ (R2P) and ‘protection of civilians’ to intervene in Myanmar’s harrowing humanitarian catastrophe, believed to be the most severe and the worse since the Rwandan genocide of 1994? We examine several hypotheses concerning the dearth of intervention in this paper. In keeping with outcomes of this year’s World Humanitarian Summit, the 2017 Humanitarian Response Plan lays out a framework for implementing the UN Secretary-General’s ‘Agenda for Humanity’ in Myanmar. Myanmar shows again, therefore, that while it would be an exaggeration to say that R2P is “dead”, it is certainly impotent.
